February 8th, 2008 : To whom it may concern:
I'm writing this complaint as a resident of Treetops (within the 'Hamlets of Rockland County, NY') and as a dog owner. I find it appalling and disgusting that throughout the Hamlets community many residents/people walk their dogs and do not pick up the dog waste. Some even throw it down the 'clean water' sewers. Below you will find a sample of about 80 photos taken on February 8, 2008 as I walked my dog.
If I had the time, I'm sure I could collect HUNDREDS & HUNDREDS of photo's throughout the entire Hamlets communities; Treetops, Eagle Ridge, Timberline, Vista, The Knolls, etc.

It is a serious health violation to have dog feces lying on the ground and/or flowing through the 'fresh water' sewers (which eventually returns as drinking & bathing water to Rockland residents). I contacted the 'American Leisure' board of 'Treetop Place' on Feb 8th 2008 by phone and spoke with the Property Manager Larry Delgado to file my complaint. Mr. Delgado said that they have in the past sent out flyers telling residents to pick up after their dogs and that there was nothing else they would do about it unless someone had actual photo's or video catching people in the act of not picking up after their dog, or throwing the feces down the sewers. Below are just a few photo's of dog feces on the grounds and in bags in the sewers. I am a dog owner and do walk my dog throughout the complex, but I am one of the few people who actually completely pick up my dog's feces and carry it to my own trash can and throw it away. It is not only the responsibility of the residents to 'police' the grounds; the Home Owner's Association must also take some additional actions.
Walk through out the entire Hamlets developments, I'm sure you can count hundreds, if not thousands, of feces piles on the grounds as well as in bags thrown in the sewers. If someone would sit for a day or several hours, you would see several residents committing the acts I speak of.

There are many solutions to this situation and something must be done; even though the Home Owner’s Association at Treetops / Hamlets are obviously & admittingly ignoring the health hazards and my complaints. Some recommendations are:
-Hire people to patrol more often to watch for these violations or see my other suggestions below; but according to Mr. Delgado, he said that would never happen.
-Install security cameras with computer systems that record onto a hard drive for very minimal cost.
-Reallocate just $5 a month from each resident's common charges to pay for a service to clean up & monitor the grounds of dog waste.
-Reward those that follow the rule with a cash incentive; issue a fine to those who don't follow the rules..
-Install 'Doggie Walk Bag Dispensers' through-out the Hamlets communities (see www.doggiewalkbags.com and see the photo found at http://www.doggiewalkbags.com/dispensersignlock2.jpg )
-Install some sort of screening covering over the sewer grates so that people can not throw the feces bag (or anything else) down the sewers.
-I'm sure there are several other options that the Home Owner's Association board members can come up with that would be of minimal costs to the Association.

I believe all Hamlets residents that are also dog owners should provide proof that their dogs are registered/licensed with the county/state AND that they are caught up on all their shots.

After 30 days from receipt of this letter, I am expecting there should be some evident changes. In the event that there are none, copies of this letter and the website will be sent to the following:

-Arnold Diaz - Channel 5 - WNYW-TV - Shame, Shame, Shame (Consumer Affairs) : 205 East 67th Street New York, NY 10021
-All Rockland County Officials (Mayors, Supervisors, etc).
-And any other consumer advocacy that will be able to help in the matter.
